FM 546 Extension Phase II

The Farm-to-Market (FM) 546/County Road (CR) 400 project is an alignment study for a proposed six-lane major thoroughfare from the intersection of Airport Drive and FM 546 in McKinney, Texas, to U.S. 380 at Boorman Lane in Princeton, Texas. The corridor was established in the 2014 Update of the Collin County Mobility Plan as part of improving future mobility across central Collin County. The study was divided into two parts because the work required in the segments is substantially different, with the eastern segment having much of the alignment already set. The preferred alignment for the eastern segment was approved at a regular session of the Collin County Commissioners Court on June 7, 2021 in McKinney, Texas. The eastern segment (FM 546 / CR 400 Corridor Study – Phase I) spans across City of Lowry Crossing and City Princeton city limits and ETJ’s from Bridgefarmer Rd. to U.S. 380. The western segment (FM 546 Extension Phase II) focuses on determining and environmentally clearing a recommended alternative for the future reconstruction and realignment of FM 546. Project limits are from the intersection of Airport Drive to CR 393 and is a partnership between Collin County and the Texas Department of Transportation (TxDOT). 

The first and second public meetings were held on April 12, 2022 and May 15, 2023, respectively. The comment period for both meetings have ended. The latest Public Meeting Summary is available for download in the “PUBLIC MEETING #2” tab here.

This website was created as a means to keep interested parties aware of the progress of the project. Notices of any meetings are opportunities for input. If you are interested in reaching out to the team or receiving project updates, please provide your contact information under the “LEARN MORE” tab. The project team is led by BGE, Inc.

Update November 2024 – The preliminary engineering and environmental process for this project are in progress. The schematic is anticipated to be approved Spring 2026 with the Public Hearing following in Fall 2025. Updates will be posted as soon as new information becomes available.

In the first public meeting, held April 12, 2022, it was noted TxDOT was preparing an Environmental Impact Statement (EIS) for Spur 399. Although Spur 399 is not part of FM Phase II Corridor Study, it would influence the recommended alignment for FM 546 based on its two alternatives: Spur 399 Orange and Spur 399 Purple. Because TxDOT was considering two separate Spur 399 alternative alignments, the project team presented two independent sets of FM 546 alternative corridors for public input.

Collin County in collaboration with the Texas Department of Transportation (TxDOT) is proposing to reconstruct and widen Farm to Market (FM) 546 from Airport Drive in McKinney to County Road (CR) 393 in Lowry Crossing. This notice advises the public that Collin County and TxDOT will conduct an online virtual public meeting on the proposed project with an in-person option.  The same information will be available at both the in-person and virtual meetings.

The virtual public meeting can be viewed beginning on Tuesday, April 12, 2022, at 5:30 p.m. and will remain online through the comment period deadline of Wednesday, April 27, 2022, at 11:59 p.m. The virtual public meeting is not a live event, and the materials can be viewed at your convenience. The improvements along FM 546 include constructing a 4-lane divided urban arterial roadway with pedestrian accommodations. The median would allow for future expansion to a 6-lane roadway. The eastern portion of the project would reconstruct the existing FM 546, a 2-lane rural arterial roadway. The western portion of the project would realign and construct a new FM 546 corridor. This corridor was established in the 2014 Update of the Collin County Mobility Plan to improve future mobility in central Collin County and to improve the east-west connectivity to US 380. The FM 546 corridor was divided into two parts, the eastern segment (FM 546/CR 400 Phase I) from CR 393 to US 380 and the western segment (FM 546 Phase II) from Airport Drive to CR 393. This public meeting will focus on FM 546 Phase II from Airport Drive to CR 393.

The proposed project would, subject to final design considerations, require an additional 29 to 47 acres of right of way and potentially displace four to six structures. Relocation assistance is available for displaced persons and businesses. Information about services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the Collin County Engineering Department at (972) 548-3727 or by visiting the project website. 

The proposed project is anticipated to impact Lavon Lake, protected under Section 4(f) of the Department of Transportation Act of 1966. The proposed project would require reconstructing the existing FM 546 bridge and retaining walls across Lavon Lake. Public comment on the effects of the proposed project on the activities, features, or attributes of Lake Lavon may be submitted as described below.

The proposed project would involve an action in a floodplain and construction in wetlands.

Beginning April 12, 2022, any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project will be on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the Collin County Engineering Department, 4690 Community Avenue, Suite 200, McKinney, TX 75071. Project materials are also available online at  Bit.ly/FM546West.  These materials will also be available in hard copy form for review at the in-person option.

The in-person public meeting and virtual public meeting will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you.
